二、有關論文課題調查和研究情況，預計論文達到的目的，要求
隨著經濟全球化的進程不斷加快,人民生活水平的不段提高，環境與可持續發展得到了人們普遍的關注。經濟、科技、社會、人口和環境的協調發展，已經得到各國的公認。消費觀轉向對提高生活質量的要求，人們不僅要提高生活水平，更重要的是要提高生活質量，當然包括環境質量。然而，為了保護環境所采取的措施往往包含貿易手段，所以環境也不可避免地影響著國際貿易。發達國家為了保護自己的利益，紛紛筑起綠色壁壘。我國農業遭到了嚴重的打擊，損失極大。如何面對綠色壁壘?怎樣發展我國的農業?這是我國現在發展階段要解決的問題之一。
中國加入世貿后，對世界經濟產生了越來越大的影響，中國多年來都保持較大的進口順差，國內gdp指標也不斷上升，加之中國國際貿易出口量排名不斷提高，國際影響力不斷加強。“木秀于林，風必吹之”，中國這樣高速的發展態勢，難免不會受到一些阻礙和困難。中國綜合實力的整體加強的確給產品的出口造成了一定的阻礙，但我們也不可否認，自己在產品生產中的確也存在一些管理和技術上的落后，就以農產品出口為例:有統計顯示，
2001年我國約有70多億美元的出口商品受到綠色壁壘的影響，2002年以來更呈增加趨勢。其中就有部分損失是因為我們對綠色壁壘的認識還不夠造成的。
在剛剛結束的“兩會”中，許多人大代表都提出了“新三農問題”。因此，在這次論文中，我想將重點放在“中國入世，綠色壁壘對中國農產品出口的影響上”。希望通過分析影響，找到一些解決問題的方法和對策。
三、論文課題研究和寫作進展計劃
(一)論文的整體結構安排
第一，入世后中國農業的現狀。只有首先對中國農業的現狀有所了解，才能更好的分析中國入世對農業的影響。因此第一部分簡單介紹中國農業的現狀。
第二，綠色壁壘對中國農產品出口的影響。指出綠色壁壘對中國農產品出口的沖擊，當然有沖擊就有機遇。隨著中國加入wto，中國農業部分農產品的出口同樣也看到了機遇。第三，面對綠色壁壘，中國農業采取的措施和應對政策。這一部分既是全文的重點也是全文的核心。針對論文第一、二部分提出的中國農業的現狀以及存在的綠色壁壘問題，我將在論文中提出解決這些問題的措施。具體措施和應對政策我將分成以下4點進行闡述:
1. 加速制訂和頒布相關法律法規和技術標準
2. 強化政府在應對綠色壁壘時的作用
3. 農產品生產和出口企業應對綠色壁壘的措施
4. 面對入世的中國農業，農民也應提升對綠色壁壘的認識
第四，發表自己的感想，中國農產品出口企業只有勵精圖治，順勢而變，方能縱橫四海，遇強不亂;中國農產品出口企業只有勤勉經營，潛心修煉，方能中流擊水，逐日中天。
